Moscow accused Yerevan of decisions that harm cooperation within the Eurasian Economic Union (EAEU). The EAEU is an economic bloc linking Russia, Armenia, and several other former Soviet states, and Armenia has signalled its intention to move away from it.
In recent years, Armenia has taken significant steps toward Western integration. The country has launched negotiations with the EU on visa-free travel and broader partnership, and decided to freeze its participation in Russia's military bloc, the CSTO. This has notably strained relations with Moscow.
The recall of an ambassador for consultations is a standard diplomatic signal of displeasure, but does not automatically mean a complete rupture of relations. Nevertheless, it reflects a significant cooling in Russia-Armenia relations that has been underway for some time.
