The Estonian Prosecutor's Office has decided to close criminal proceedings against Kohtla-Järve City Council member Denis Vershinin and his wife Jelena Vershinina, who works in Kohtla-Järve city administration. The proceedings were related to the alleged purchase of bachelor's theses and unlawful acquisition of higher education.

Criminal proceedings were initiated against both individuals in connection with an episode in which they were suspected of purchasing final theses and thereby unlawfully obtaining higher education credentials. Kohtla-Järve is one of the largest cities in Ida-Virumaa county, and the activities of city council members in public office remain an important issue for the region's residents. The Vershinin case had attracted local attention due to alleged violations in the acquisition of education qualifications.
