Metadata held by telecommunications companies typically includes information such as call logs, connection times, and the locations of devices — but not the actual content of communications. This data is frequently used by police and prosecutors in criminal investigations to establish patterns of behavior, contacts, and movements.

The proposed legislation would introduce clearer legal conditions under which such data can be accessed, potentially requiring stronger judicial oversight or more specific grounds for requests. The aim is to ensure that investigative powers are not used more broadly than necessary, particularly given European Union standards on data protection and privacy.
