Estonian experts: Russia lacks capacity for military escalation in Europe

Estonian security experts say Russia lacks the military capacity for large-scale escalation into Europe, despite a Wall Street Journal report raising concerns. Experts believe Putin will continue hybrid attacks targeting the Baltic states rather than conventional military action.

Estonian security analysts have pushed back against growing fears of a Russian military expansion into Europe, arguing that Moscow simply does not have the forces available to open a new front, even as hybrid pressure on the Baltic region continues to intensify.

The Wall Street Journal recently reported that Russia could seek to widen the war beyond Ukraine and into Europe more broadly. Estonian experts acknowledge the Kremlin's ambitions but say there is currently no battlefield evidence to support the idea of an imminent conventional military escalation.

Hybrid warfare remains the tool of choice

According to Estonian analysts, Vladimir Putin is instead doubling down on hybrid tactics — sabotage operations, disinformation campaigns, cyberattacks and provocations along the borders of the Baltic states. This approach allows the Kremlin to create instability and test Western resolve without committing troops it does not have to spare.

Russia's military is heavily committed in Ukraine, where grinding attritional warfare has depleted manpower, armour and munitions at a substantial pace. Experts say that reality makes a deliberate conventional strike against NATO territory extremely unlikely in the near term, regardless of the rhetoric coming from Moscow.

Baltic states remain primary targets

Nevertheless, Estonia and its Baltic neighbours remain in the crosshairs of Russian hybrid operations, and experts warn that the threat should not be dismissed simply because full-scale war appears improbable. Sustained vigilance, continued investment in defence, and close coordination within NATO are seen as the correct responses to the ongoing pressure campaign.
