Estonia's gas network operator Elenger is making a significant change to its pricing from August, introducing a compulsory fixed fee for gas network users. The new fee will apply to all customers – both households and businesses.

The introduction of a fixed fee means that customers will henceforth pay for network tariffs in two components: in addition to consumption-based charges, they must pay a fixed monthly fee regardless of actual gas consumption. This pricing model is common in the energy sector and provides the network operator with predictable revenue.

Stable income is important for Elenger to cover fixed costs associated with managing and maintaining the gas network, which arise regardless of how much gas customers consume. However, critics have previously pointed out that fixed fees place a disproportionate burden on small consumers, who use little gas but must pay the same base fee as larger customers.

The change will affect all Elenger customers paying for gas network services. The exact size of the fixed fee and its impact on different customer categories will be clarified in Elenger's official price list.
