Estonia faces a question of whether the country should adapt its Rail Baltica plans due to likely construction delays in Latvia. As one possible solution, restoring a rail connection between Tallinn and Pärnu on Estonia's own Rail Baltica section has been raised.

Latvia's delays pressure Estonia

Rail Baltica is the Baltic states' shared transport ambition, aimed at connecting Tallinn to Warsaw via a high-speed railway line. However, the project's implementation has been complicated, and the deadline for completing Latvia's portion appears increasingly unlikely. This forces Estonia to consider how to use its own section independently, without waiting for its neighbouring country's completion.

Pärnu line as a standalone solution

The rail connection between Tallinn and Pärnu has been under discussion for years. Pärnu is Estonia's fourth-largest city and an important tourism region, but current rail connections do not meet passengers' needs. Using Estonia's Rail Baltica section solely for Tallinn–Pärnu services could give the route immediate practical use upon completion, without having to wait for all Baltic states to be ready.

If Estonia chooses this direction, it would represent a major shift in thinking: instead of the previous joint transport and infrastructure planning, it would mean accepting that the international main line functions only as a domestic route in its initial years. Yet this would deliver value to passengers and the local economy even before the project is fully complete.
