The problem was brought to light by a visually impaired person who shared their experience with the media. "It was interesting really, but there are actually many such problematic places — we've grown accustomed to it," they said, noting that such situations are far from rare.

At first glance, the cruise terminal's guidance path appears to be correctly and well constructed. In reality, however, an error was made in the facility's planning, rendering it useless for a visually impaired person seeking help. This raises a broader question: how much money is spent on accessibility solutions that don't actually work?

In Estonia's accessibility sector, it is known that many so-called inclusion solutions are implemented for the sake of formality, without verifying that they actually function. Organisations representing people with visual impairments have repeatedly drawn attention to the fact that requirements related to tactile guidance paths are not followed with sufficient precision, and oversight remains weak.

Tallinn Port has not yet made a public statement on the incident. Representatives of the visually impaired community hope that this case will raise awareness and that, going forward, such solutions will be tested for functionality before being put into use.
