Baltic states would keep summer time if EU ends clock changes
The Baltic states' transport ministers discussed abolishing seasonal clock changes in May. While Latvia, Lithuania, and Estonia conceptually support permanent summer time, Finland's preference for winter time remains a key factor in the final decision.
EestiThe transport ministers of the three Baltic states met in May to discuss a proposal put forward by Lithuania regarding the abolition of seasonal clock changes. Estonia, Latvia, and Lithuania all conceptually support switching to permanent summer time, but the final decision hinges heavily on what neighbouring Finland chooses to do.
Finland has indicated a preference for permanent winter time, which creates a complication for the Baltic region. If Finland were to go in a different direction, the time difference between Helsinki and Tallinn — currently aligned — could create practical difficulties for cross-border commuters, businesses, and transport connections that tie the two countries together.
Why Finland's choice matters
The Baltic states are geographically and economically closely linked to Finland, making any divergence in time zones a sensitive issue. A one-hour gap between Tallinn and Helsinki, for instance, would affect ferry schedules, business hours, and daily communication across the Gulf of Finland.
The European Union has been considering scrapping the biannual clock change for years, but member states have struggled to coordinate a unified approach. The EU directive that would end the practice requires countries to choose either permanent summer time or permanent winter time, and coordination between neighbours has proven difficult.
Baltic coordination on the issue
For now, the Baltic ministers have agreed that the region's preferred outcome would be permanent summer time, should the seasonal change eventually be abolished. However, no binding decisions have been made, and the matter remains contingent on broader EU-level coordination and the positions of neighbouring countries, particularly Finland.
